4 “Global environmental system design theory” centered on distributed energy production

According to this ``global environmental system design theory,'' Japan can efficiently reform its energy production structure. Japan, like China, relies on the Gulf region of the Middle East for 80% of its crude oil. Instead of building ships and hiring people to transport heavy petroleum from the Middle East to half-way around the world, we can now create decentralized energy sources by using wind power generation in deserts, large rivers, and biomass. The system generates electricity, stores the electricity using pumped water turbines, and transmits it with a single switch.

 

For in-house power generation, a high-calorie gas turbine that produces high-calorie gas H2 and CO from biomass and combines electricity and heat would be a good option. This is because gas turbines do not require water and can utilize heat with high efficiency. 4.1 Heartland (world island) concept and countries of the world

If the government is serious about achieving impossible ``economic growth,'' instead of ``collecting'' ``money'' through finance, it should transform Japan's industrial structure centered on oil, coal, and nuclear power, and move toward the Heartland. It is essential that we develop our own economic frontiers and move toward becoming a mature society through "energy transportation" through "electricity" and "pipelines." The "Pipeline Corridor" is a northern energy corridor that transports gas or crude oil to Hokkaido via Sakhalin through the development of Siberia.

 

In the south, we will connect Kyushu with the last frontier heartland centered on the Japan-Korea tunnel, produce distributed energy, and perform optimal control (energy management system) to increase its utilization rate. In other words, the Earth is constructing a "global environmental system design." This is because there are more unexplored energy sources (including distributed energy) lying dormant in this heartland (world island) than we expected. Russia's Putin has called for investment and cooperation with Russia in this development.

 

On November 18, 2015, Russian President Putin made a contribution to the world's major media at the Asia-Pacific Economic Cooperation (APEC) meeting, reiterating his strategy to place strategic importance on the Asia-Pacific region. The collaboration between the Russian-led economic bloc ``Eurasian Economic Union'' (five former Soviet Union member states) and China's national strategy ``One Belt, One Road (Land and Maritime Silk Road Economic)'' initiative, which involves India, is the key to Asia. He called it a path that would contribute to economic integration and peace in the Pacific.

 

The reason for this is the undeveloped Siberian land in Russia's far east. Putin has called for investment and technological collaboration with Japan and other countries, arguing that the development of ports in the Far East and railway networks in areas such as Siberia and docking with the One Belt, One Road Initiative will serve as an infrastructure link between the Asia-Pacific and Europe.

 

On the other hand, Germany, a land-based country, is actually aiming for the Eurasian heartland economic zone, and an alliance of land-based kingdoms is forming. European countries have expressed support for this initiative. That is why it was the first to announce its participation in China's Asian Infrastructure Bank (AIIB), which raises the funds.

 

Saudi Arabia is China's largest oil import destination. King Salman announced a joint statement upgrading China's modern Silk Road Economic Zone initiative, ``One Belt, One Road,'' to a ``Comprehensive Strategic Partnership'' to promote bilateral relations.

 

South Korea, perhaps due to its destiny as a peninsular nation, has relied on China for its economy and the United States for its security. In response to North Korea's repeated missile launches and threats of nuclear tests, the debate over the deployment of a high-altitude altitude defense system (THAAD) has erupted, and the United States and South Korea decided to deploy a new type of missile defense in July. A new crisis has emerged. China and Russia strongly oppose this. However, the Silk Road Economic Zone, centered on the Japan-Korea Tunnel, will undoubtedly contribute greatly to the unification of the North and South Korean Peninsulas and to the ``peace'' of the East Asian Economic Zone.

 

4.2 How is Japan responding?

I believe that many people are calling for a response to this issue through the Pacific Free Trade Economic Area (TPP). However, there are many politicians in the United States who advocate ``economic isolationism.'' It claims to erect trade barriers. In the first place, there is a growing public skepticism towards free trade, and trade agreements expose some industries to fierce competition and force them to downsize, so they are not effective enough to stimulate economic growth. This is fundamentally different from the ``Heartland Initiative,'' which aims to create an ``economic frontier.'' Therefore, the Trans-Pacific Partnership (sea nations) will be linked with the Heartland Initiative (land nations). If we want economic growth for the sake of world peace, we have no choice but to do this. The Japan-Korea tunnel will serve as a bridge between these two countries.

 

TPP is an effort to impose common rules on member countries and stimulate trade and business activities. “One Belt, One Road” has no common rules or concept of member states. It is a flexible policy of not rejecting anything that comes. In short, it is looking west to increase its influence in the international community while avoiding a decisive conflict with the United States.

 

Plans should be made to create a $40 billion (approximately 4.8 trillion yen) Silk Road Fund and collaborate with the Asian Infrastructure Investment Bank (AIIB), which will be established under the leadership of China. It is the most natural thing to do, both for world peace and for building the stage for linear motors (magnetic levitation ultra-super bullet trains).

On the other hand, evidence based on overseas data is hardly reflected in the Japanese government's response, not just in education, but in its decision-making process. Despite this, they do nothing to verify their performance or effectiveness using their own country's data.

Japanese governments often take their own methods without utilizing the knowledge of research and development. And repeating Murphy's Law, ``Anything that can go wrong will fail.'' There is an urgent need to improve this point.

 

4.3 National Hundred Year Plan: Intelligent Design for a Cultured Country

Recent research has pointed out that there are already disparities among children in the lower grades of elementary school due to their family's economic situation. Many studies have shown that investing in children in poverty reduces social costs. The government's most important job is to eliminate disparities by providing the necessary and sufficient support to the one in five children living in poverty. Without this, the ``100-year national plan'' or ``God's creation'' would not be possible. I believe that "God's creation" and "human creation" are the same origin.

 

Let's create a country where children can play freely in the fields, mountains, parks, schools, and kindergartens. This will form the basis for Japan to become a healthy country with a birth rate of 2.0 or higher, on par with France, and achieve ``middle class migration'' for all citizens. Ordinary Japanese people are smart. It is important to ``create a center'' in the population distribution.
